Of course they won't take it out. People will report others for scamming with or without this feature.
I'm betting the NCSoft/ANet peeps would rather receive these reports by means of the /report function than having to wade through heaps of semi-literate rambling e-mails written by 12 year olds.

It will be interesting to see how this plays out. Scamming can be a little subjective. With market prices being completley player driven I can see a lot of people calling 'scam' on completely legitimate sales in game. I would like to see some details on how Anet are planning on policing said 'scamming'.

Yes. It'll be abused, because people don't know what "scam" is, and think it means "someone charging more for something than I'm personally willing to pay".
If, let's say, I went to Umbral Grotto and typed "WTS MAP PIECES, 1K/ea" I'd probably get reported as a scammer.
Personally I'd rather have had a way to report people not in the same district; it's getting annying with these spambots that map in, posts a "WTB GUILD WAR ACCOUNTS..." text twice, and immediately map out again, all in the space of about one second.

This is an excuse to scare new players and run them off or back to WoW and Warhammer. IMO

They have added this option but haven't specified what qualifies for 'scamming' and what doesn't. Do you have to actually get scammed (lol, fail) or an attempt of scamming also counts.
Scamming is not as simple as any other /report reason, every case reported as scamming will require much closer investigation to be properely judged.
And only time will tell how abusable this feature really is, and how many people will get banned/suspended for scamming, how many innocent players will get hit by this and how many people will get punished for reporting abuse or even for reporting real scammers.

When you use the /report feature, chat and trade logs are checked.
People must be fast when reporting scams, and must use it only if they are sure that they have been scammed, otherwise the report would turn against the reporter.
IF any doubts about what a scam is are there, people can always check this:

I think its just going to get abused and make more work sorting through to the actual violation reports. Do the logs pick up what people are offering in trades if it doesnt actually go through? Will it actually help catch the people constantly doing the 'offer 8g' if those trades are never completed? And if it does, what about the people that honestly accidentally put in the wrong amount, maybe a few times in one night.

I guess that if they finally released this part of the /report feature, it was backed by (NCsoft) Support, because there are always real people behind these decisions (whether it's directly, which is probably the most common situation, or not, when for example the quantity of reports seems to indicate a problem; but then support is here for appeals).
Is it a good thing for us? Well, you'll see from the noise the "false positives" will generate on Guru (well, the true ones, because a few bitter people actually lied here to make people think that GW/NCsoft support is very bad). Last time people complained about /report, the conclusion was obvious: it is actually a good things for the game and the players, obviously not for the scammers (who may then become very vocal...).

I checked the link above. It looks like all the player has to do is capture the scammer's intent to defraud. The reporting player does not have to be a victim for the chat logs to capture that fact. Disagreements on item market price does not qualify as intent to defraud, while the following are pretty blatant:
1) buying/selling accounts
2) buying/selling pre-searing gold (but failing to pay or deliver the product after payment).
3) bait and switch
4) misrepresenting prices, items, and offers (selling black ink as black dye, paying 100g instead of 100k, trading mursaat tokens as ecto, etc.)
The above are easy to capture via logs. As mentioned above, speed is required -- the reporter has to be willing to /report <scammer name> before the chat logs flood with other irrelevant information.
Somehow, I don't see this feature going away. Be prepared to see it in GW2 (it is a necessity given human nature).

I thought it's too hard to remove something from the game. They'll just nerf it.
"To report someone for scamming, target that player and type /report. Use of this can and will result in your account being permanently banned.

Did a little scammer farming tonight. Too bad there's title track for this. I think this is prime time to report scammers, since the word of the ease of the new system isn't totally out yet.
Although I bagged a few, I now understand why the district swapping thing is such an issue.
Example from earlier tonight:
Scammer Dude (not his real name - duh!): WTB GW accounts. Paying 700 Plat and more depending on Chapter!
me: (whispering and acting like a newb) Is selling accounts legal?
Scammer Dude: Yes.
Scammer Dude: Do you have an account you would like to trade.
me: (Playing along) I have a spare account I never use.
Scammer Dude: What chapter?
me: NF
Scammer Dude: 1,000K or 100K plus 200 ectos.
me: Sounds alright.
Scammer Dude: I assure you I have the gold, but I just need to do a quick verification. Please give me your email account and password. This will only take one minute and after I've confirmed the account is valid, I'll give you the gold.
me: /report Scammer Dude (I get automated response: "Scammer Dude could not be found. The player must be in the same district as you.")
me: Where are you? How are we going to do the trade?
Scammer Dude: I'm in LA. Let me have the account info first, so I can get everything checked out.
Me: Oh - your original message was in Kamadan. (I go to LA and run thru all 7 districts. /report Scammer Dude yields no hits in any).
Me: I need to confirm you have the gold before I hand over the info. You don't need to trade anything. Just open a chat window and show me the gold and ectos.
Scammer Dude: Do you want to do this? Just PM the email and password.
me: Show me the money and we're good to go.
Scammer Dude: Once I can run the test, we can do anything else you need. Please send account number and password.
me: (sigh)
This goes on a bit longer, but this Scammer Dude is not going to play. I realize Scammer Dude could be in his guild hall or have just stepped into an explorable zone. I also realize that scammer dude may be using a cleaned out stolen account from which to steal others.
Anet is going to need to remove the district restriction on /report. While it's much easier now to get scammers banned, the smarter ones can still avoid getting caught. I would like to see a stealth build release for just a weekend removing the same-district restriction. I think there would be an impressive community cleanup with that little buff to anti-scamming.

NO, the scam report should not be remove.
what we as players should do instead, do not use the report as a personal vendetta tools
Do not use it as your personal amusements tool
Cut down on the unnecessary work that Anet has to do to filter the inappropriate /report
Anet really need to lift the report of players not in the same district.
With this added feature, on reporting someone not in the same district, players can put up, I'll use 50k here (or a good amount of in game gold) just to show your sincerity in reporting the offending/violation party. Which off course will be given back to you X2 if the person doing the stealing of account is caught. Confiscated if you make a false report.
that is in the hope to discourage false /report, and to encourage players on the look out for scamming scums.

Funny, when I suggested that a.net removed the restriction on reporting only people in your district several months ago, the idea was unanimously rejected by guru's asteamed sardaelac representatives.

No idea why people would want it to be removed, unless they are scammers themselves. This feature will only hurt scammers, not others. If you're afraid of a false report, don't log into Guild Wars ever. Even with the /report feature removed people can still be reported through the PlayNC site. Players who try to spread false rumors that reporting will get you banned, or anet doesn't ban scammers, are most likely scammers themselves. Trying to protect their scumbag means of entertainment.
I also would have like to see the district restriction removed since reporting those bots that district hop is next to impossible,
